The applications for these licenses will start from January 7, 2020, and the Illinois infuser license application window will close by March 15, 2020.<\/p><p>By the end of the year 2021, the department of agriculture will have issued a maximum of 60 infuser organization licenses. Before this date, the department may adopt rules that will change this number.<\/p><p>Some steps the department may take to increase the number of infuser licensing applicants include,\u00a0<em>\u201cto modify or raise the number of infuser licenses and modify or change the licensing application process to reduce or eliminate barriers.\u201d<\/em><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c8f5f81 elementor-widget elementor-widget-heading\" data-id=\"c8f5f81\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">A few factors that the Department of Agriculture will consider while increasing or decreasing the number of infuser licenses include:<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ac4cf37 elementor-widget elementor-widget-text-editor\" data-id=\"ac4cf37\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<ul><li>There are inadequate cannabis or cannabis infused products to meet the needs of medical cannabis patients.<\/li><li>The supply of cannabis infused products cannot meet the demand for both medical and recreational users<\/li><li>Perceived risk of adding more infuser organizations or establishing these organizations in certain areas<\/li><li>The security concerns recorded in all infuser organizations<\/li><li>A change in the federal law requiring the addition or reduction of infuser organizations<\/li><li>The department of agriculture does not have the capacity to deal with additional infuser organizations.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1607258 elementor-widget elementor-widget-heading\" data-id=\"1607258\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Illinois Cannabis Infuser License Application<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-94ac8db elementor-widget elementor-widget-text-editor\" data-id=\"94ac8db\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><strong>Illinois infuser license application will be done electronically. When submitting the application, the following are required:<\/strong><\/p><ul><li><div>A non-refundable Illinois infuser license application fee. Until January 2021, this amount will be $5,000. After this date, the department of agriculture may set another amount that is higher or lower. This fee will be deposited to the cannabis regulation fund<\/div><\/li><li><div>The infuser\u2019s legal name, proposed physical address, and the names and addressed of all board members and principal officers<\/div><\/li><li><div>Comprehensive report with, \u201cdetails of any administrative or judicial proceeding in which any of the principal officers or board members of the infuser<\/div><div>(i) pled guilty, were convicted, fined, or had a registration or license suspended or revoked, or<\/div><div>(ii) managed or served on the board of a business or non-profit organization that pled guilty, was convicted, fined, or had a registration or license suspended or revoked\u201d<\/div><\/li><li><div>The operating by-laws that the infuser will abide by including the monitoring system, security plan, and staffing plan<\/div><div>\u00a0<\/div><\/li><li><div>Experience in the cannabis industry, and a description that outlines the applicants experience working in a commercial kitchen or in a laboratory where products designed for human consumption are produced.<\/div><\/li><li><div>A detailed plan on how the infuser will handle its energy needs, water needs, and waste management<\/div><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4d27056 elementor-widget elementor-widget-heading\" data-id=\"4d27056\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Grounds for Disqualification<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-64b7c1d elementor-widget elementor-widget-text-editor\" data-id=\"64b7c1d\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<div><p>The department of agriculture may disqualify an infuser organization application on the following grounds:<\/p><\/div><p>The applicant has not provided all the required information. Sometimes,\u00a0\u201cIf the Department of Agriculture receives an application with missing information, the Department of Agriculture may issue a deficiency notice to the applicant. The applicant shall have 10 calendar days from the date of the deficiency notice to resubmit the incomplete information.\u201d<\/p><p><strong>If an applicant fails to submit the complete information even after this notice, the application will be disqualified.<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ab653c7 elementor-widget elementor-widget-heading\" data-id=\"ab653c7\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">How Cannabis Infuser Licenses Will be Issued in Illinois<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1b59adb elementor-widget elementor-widget-text-editor\" data-id=\"1b59adb\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>The department of agriculture will be required to come up with a system that scores application by interested infuser organization applicants. Those scoring with the highest points will be awarded the infuser organization licenses first. The scoring will be based on the information the infuser organization applicant provides, the overall organization setup, and clarity of application form.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-77d38ea elementor-widget elementor-widget-shortcode\" data-id=\"77d38ea\" data-element_type=\"widget\" data-widget_type=\"shortcode.default\">\n\t\t\t\t\t\t\t<div class=\"elementor-shortcode\"><div class=\"typeform-widget\" data-url=\"https:\/\/form.typeform.com\/to\/yYdgiw3K?typeform-medium=embed-snippet\" style=\"width: 100%; height: 500px;\"><\/div> <script> (function() { var qs,js,q,s,d=document, gi=d.getElementById, ce=d.createElement, gt=d.getElementsByTagName, id=\"typef_orm\", b=\"https:\/\/embed.typeform.com\/\"; if(!gi.call(d,id)) { js=ce.call(d,\"script\"); js.id=id; js.src=b+\"embed.js\"; q=gt.call(d,\"script\")[0]; q.parentNode.insertBefore(js,q) } })() <\/script><\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5e3a09c elementor-widget elementor-widget-heading\" data-id=\"5e3a09c\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Other factors to be considered include:<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1227b3d elementor-widget elementor-widget-text-editor\" data-id=\"1227b3d\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<ul><li><div><strong>How suitable the proposed facility is<\/strong><\/div><\/li><li><div><strong>Employee training plan suitability<\/strong><\/div><\/li><li><div><strong>Record-keeping and security plan<\/strong><\/div><\/li><li><div><strong>Social equity status<\/strong><\/div><\/li><li><div><strong>Environmental plan<\/strong><\/div><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1382310 elementor-widget elementor-widget-heading\" data-id=\"1382310\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">The infuser organizations that plan to also engage the community will be awarded additional points. An infuser organization may show their desire to engage the community by, \u201cparticipating in one or more of, but not limited to, the following actions:<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a72e34a elementor-widget elementor-widget-text-editor\" data-id=\"a72e34a\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<ul><li><strong>(i) establishment of an incubator program designed to increase participation in the cannabis industry by persons who would qualify as Social Equity Applicants;<\/strong><\/li><li><strong>(ii) providing financial assistance to substance abuse treatment centers;\u00a0<\/strong><\/li><li><strong>(iii) educating children and teens about the potential harms of cannabis use; or\u00a0<\/strong><\/li><li><strong>(iv) other measures demonstrating a commitment to the applicant\u2019s community\u201d.<\/strong><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ff76529 elementor-widget elementor-widget-heading\" data-id=\"ff76529\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Can a License be Denied?\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-da4689a elementor-widget elementor-widget-text-editor\" data-id=\"da4689a\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<div><p>Yes, the department of agriculture will have a right to deny an application if they feel that the applicant did not follow the laid down procedures and requirements. A license application can be denied if any of the following situations arise:<\/p><\/div><ul><li><strong>All required materials are not submitted<\/strong><\/li><li><strong>If the applicant is not compliant with local zoning rules<\/strong><\/li><li><strong>If any of the board members and principal officers are less than 21 years in age<\/strong><\/li><li><strong>Early Approval of Adult Use Cultivation Center License Requirements<\/strong><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9e77cc7 elementor-widget elementor-widget-heading\" data-id=\"9e77cc7\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Cannabis Infuser Organization Application Requirements<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d1f82ed elementor-widget elementor-widget-text-editor\" data-id=\"d1f82ed\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<div><strong>Some things that infuser organizations will be required to have include:<\/strong><\/div><ul><li>A comprehensive operating document that details the inventory procedures, the monitoring systems, record keeping and the staffing plan<\/li><li>The security plan that the infuser organization implements must be reviewed by the police<\/li><li>Processing of cannabis infused products will be done in an enclosed place. Access to this area will also be restricted as outlined in the law.<\/li><li>Cannabis infused products will only be distributed to the dispensing organization<\/li><li>The infuser organization is prohibited from directly or indirectly discriminating the prices when selling to different dispensing organizations.
